It is highly unlikely that a congregation will rise above its leadership. See Hosea 4:6, Matthew 23:37. Understandably then, each individual minister answers to God for his ministry. See Hebrews 13:7. It's so very sobering to know the responsibility placed on the ministry.

With that said, a congregation can greatly hinder the ability of a pastor to lead. See 1 Corinthians 3:1-4, Hebrews 5:11. A godly pastor serving a stiff necked, impenitent, uncaring, or unteachable congregation is like a professional driver trying to drive a motorless car. He has the gift and ability but the car will never move. Actually, it is sometimes like the car is even fighting back.

Moral of the story is that this equation is two sided. The ministry should certainly take their calling with the utmost seriousness. The health of the congregation depends on it and he will answer for his actions. Yet, the congregation should equally learn to be led. So long as a minister is living, believing, and leading according to the Bible then God commands this dynamic. See Hebrews 13:7.

"Be ye followers of me, even as I also am of Christ." -1 Corinthians 11:1
